As the federal government shutdown continues into November 2025, over 41 million Americans who rely on the Supplemental Nutrition Assistance Program (SNAP) are facing uncertainty about their food benefits. The U.S. Department of Agriculture (USDA) has announced that no federal food aid will be issued on November 1, 2025, due to the ongoing shutdown. Contingency funds, typically used to support SNAP during such crises, are being reserved for natural disasters and emergencies, leaving many without immediate assistance.
However, various national and state-level organizations are stepping up to provide support. Below is a guide to resources available across the country.
US National Food Assistance Resources
- Feeding America: Utilize their website to locate the nearest food bank by entering your ZIP code.
- United Way’s 211 Program: Dial 211 to connect with local community organizations and agencies offering food assistance and other services. The helpline operates 24/7.
- National Hunger Hotline: Call 1-866-3-HUNGRY (1-866-348-6479) for information on emergency food assistance programs in your area.
- Mutual Aid Networks: Explore local subreddits, community social media groups, and platforms like Reddit to find mutual aid hubs, community fridges, and local food-sharing initiatives.
- Religious and Community Organizations: Search for food pantries or meal programs run by local religious organizations, such as Catholic Charities or St. Vincent de Paul.
🗺️ State-Specific Resources
In response to the federal shutdown, several states have initiated measures to support their residents:
California
Governor Gavin Newsom has warned that millions of Californians may not receive SNAP (CalFresh) benefits in November. The California Department of Social Services has begun notifying counties of potential delays, especially for new applicants enrolling in late October.
Connecticut
Governor Ned Lamont announced $3 million in emergency state funding to Connecticut Foodshare to help residents who are expected to lose access to SNAP benefits during the federal government shutdown.
New York
Governor Kathy Hochul announced $30 million in emergency food assistance funds to support over 16 million meals statewide. This funding aims to mitigate the impact on nearly 3 million New Yorkers at risk of losing food assistance due to the federal shutdown.
Texas
Texas-based grocery chain H-E-B has donated $5 million to Feeding Texas’ food bank network and an additional $1 million to Meals on Wheels Texas to support vulnerable seniors amid the SNAP funding threats.
Virginia
Virginia has declared a state of emergency to use its own funds for November SNAP benefits, as the USDA will not reimburse states that self-fund benefits during the shutdown.
🛒 Tips for SNAP Recipients
- Use Remaining Benefits: If you have funds remaining on your EBT card, they do not expire at the end of the month. You can still use these funds for groceries.
- Monitor Official Notices: Stay updated by checking announcements from your state’s Department of Job and Family Services or equivalent agency. They can provide the most current information regarding specific benefit distribution schedules and alternative programs.
- Explore Alternative Assistance: In addition to the resources mentioned above, consider reaching out to local food banks, community centers, and nonprofit organizations that may offer emergency food supplies.
📍 Local Initiatives
Smaller, local efforts can also provide immediate relief:
- Food Not Bombs: This grassroots organization often holds free meal distributions in various cities. Check their social media pages for event details.
- Community Fridges: Some neighborhoods have community fridges stocked with free food. Search online or ask local community groups about their locations.
- Local Churches and Religious Groups: Many religious organizations run food pantries or offer free meals to those in need. Contact local churches to inquire about available services.

✅ Final Thoughts
While the federal government shutdown has disrupted SNAP benefits for millions, numerous organizations and state governments are mobilizing to provide support. It’s essential to stay informed and utilize the resources available in your area. By reaching out to local food assistance programs and community organizations, you can find the help you need during this challenging time.

What if you dont own a vehicle to get to a food bank or other food sources and you live in a remote area where you have to travel over 50 miles to and from to get groceries? I usually go shopping once a month with a friend who has a vehicle. But because of the gov shut down i didnt get food stamps for november and food for people only delivers food once a month to our remote locations and you have to get to the delivery truck location to pick up food boxes which go to first come first serve. Otherwise, you go hungry if you cant get to these locations. Dog eat dog world…only the biggest dogs get to eat…the rest get to die
